With the nation beginning to gradually open after the lockdown due to the COVID-19 health crisis, knowing who has the ultimate constitutional authority to “reopen” the country’s economy has become increasingly important.

One of the nation’s leading constitutional law scholars, Erwin Chemerinsky, dean of Berkeley Law, will lead the discussion, “Who Has the Constitutional Authority to “Reopen” the Country’s Economy in Light of the COVID-19 Health Crisis?”  from 2:30 p.m. to 3:30 p.m. on May 13.

He will discuss the possibility of litigation between the federal  and state governments if there is a conflict about how the economy should be reopened. More than half of the states have lifted some of their COVID-19 restrictions.

Chemerinsky, the Jesse H. Choper distinguished professor of law, was dean of the University of California, Irvine School of Law. He is the author of eleven books including leading casebooks and treatises about constitutional law, criminal procedure and federal jurisdiction.
